Naib Tehsildar Upcoming Jobs 2026: Latest Status, Syllabus, Salary and Powers

Last updated · By Faaiz Mahmood

Naib Tehsildar is one of the most wanted BS-14 posts in Punjab. It is a field officer's job in the Revenue Department, with real authority over land records, and it leads to promotion as Tehsildar. The last open merit recruitment was advertised in 2020, so many graduates have been waiting years for the next one.

This guide explains where the recruitment stands now, who can apply, the exam pattern from PPSC's latest Naib Tehsildar advertisement, what to study, the salary, and what a Naib Tehsildar actually does. It covers the Punjab post recruited through the Punjab Public Service Commission (PPSC).

What we know for certain: PPSC has not advertised open merit Naib Tehsildar posts in 2026 so far.

What is reported but not confirmed: One preparation website has published a division-wise list of 133 expected open merit seats: Gujranwala 22, Sargodha 19, Faisalabad 18, D.G. Khan 18, Rawalpindi 14, Sahiwal 14, Bahawalpur 12, Lahore 8 and Multan 8. It does not give an official source. A separate report from May 2026 described a requisition letter from the Sargodha Division Commissioner's office to the Board of Revenue, showing 19 vacant Naib Tehsildar posts in that division. Treat these numbers as a guide only.

The last open merit round: PPSC last advertised open merit Naib Tehsildar posts in 2020, alongside Tehsildar posts. That round was widely reported as 164 Naib Tehsildar posts, recruited division-wise, with written results announced in 2022.

We will update this page the day PPSC publishes the advertisement.

Open merit and ministerial quota: what is the difference?

Naib Tehsildar posts are filled in two ways, and many candidates confuse the two advertisements.

Open meritMinisterial quota
Who can applyAny eligible graduate with the required domicileOnly serving clerks of the Board of Revenue and its offices
Last advertised2020July 2024 (PPSC Advertisement No. 14/2024)
What you needDegree, age limit, domicileDegree plus 3 years' regular service as a Senior or Junior Clerk

PPSC Advertisement No. 14/2024 recruited 68 Naib Tehsildars under the ministerial quota, division-wise, in BS-14. It was open to Senior and Junior Clerks with 3 years' regular service in the Board of Revenue and offices under it, such as the Colonies Department, Consolidation of Holdings, the Disaster Management Department, the Revenue Department, the Directorate of Land Records, the Directorate of Kachi Abadies, the Punjab Privatization Board, and the offices of Commissioners, Deputy Commissioners and Assistant Commissioners.

If you are not a serving clerk in these offices, wait for the open merit advertisement.

Expected eligibility

The official eligibility will be in the open merit advertisement. Until then, these are the best indicators:

RequirementWhat to expectBasis
QualificationGraduation (second division) from an HEC-recognised universityRequired in PPSC Advertisement No. 14/2024
Computer skillsComputer literateRequired in PPSC Advertisement No. 14/2024
AgeReported as 21 to 28 years, plus 5 years of general relaxation (up to 33 for men, and up to 36 for women with PPSC's extra relaxation for women)Unofficial reports; confirm in the advertisement
DomicileDivision-wise: you compete only for seats in the division of your domicileUsed in PPSC Advertisement No. 14/2024
GenderMale, female and transgenderPPSC Advertisement No. 14/2024
Place of postingAnywhere in the concerned divisionPPSC Advertisement No. 14/2024

Division-wise domicile matters a lot. Your domicile decides which division's seats you can compete for. If the reported numbers are right, a Gujranwala domicile holder would compete for about 22 seats, while a Lahore domicile holder would compete for about 8. Check that your domicile certificate is valid and issued in your own name.

Your degree must be complete by the closing date. PPSC does not accept candidates whose result has not been officially declared by the closing date. See our guide on how to read a government job advertisement for the eligibility checks PPSC applies.

Exam pattern and syllabus

This is the scheme PPSC published in its latest Naib Tehsildar advertisement (No. 14/2024). The open merit advertisement is expected to use a similar scheme, but follow the new advertisement if it differs.

Written examination: three papers, 150 marks

PaperTypeMarks
Paper 1MCQ General Ability test, 90 minutes100
Paper 2English Essay25
Paper 3Urdu Essay25
Total written150
Psychological Assessment and Viva VoceInterview200

Paper 1 (100 marks, MCQs) in detail

a) About 70%:

  • Current Affairs
  • General Knowledge
  • Pakistan Studies
  • Islamic Studies (General Knowledge for non-Muslim candidates)
  • Everyday Science
  • Basic knowledge of English and Urdu
  • The Punjab Land Revenue Act 1967
  • The Punjab Tenancy Act 1887
  • The Land Acquisition Act 1894

b) About 30%:

  • Basic Computer Studies, including MS Office, electronic record keeping, internet and email

Most candidates prepare general knowledge and ignore the revenue laws. This is a mistake. The three Acts are part of the paper, and few candidates know them well, so they are where you can pull ahead.

Passing marks and final merit

PPSC's rules from Advertisement No. 14/2024:

  • Negative marking: 0.25 marks are deducted for each wrong answer in the MCQ paper.
  • To qualify for interview: at least 40% in each paper and 50% in the aggregate of all three papers.
  • To make the final merit list: at least 50% in the interview.

The 40% rule applies to each paper separately. A candidate who scores 80 in the MCQ paper but 9 out of 25 in the Urdu essay (36%) does not qualify, even with a strong total. Do not skip essay practice.

Final merit. From 1 January 2026, PPSC no longer adds academic marks to merit. Your ranking depends only on the written examination and the interview. With 150 written marks and 200 interview marks, the interview carries a large share of the final result. For details, read PPSC Merit Calculation 2026.

What to study

Revenue laws (the part that sets you apart)

The Punjab Land Revenue Act 1967

  • Classes of revenue officers (Section 7): the Board of Revenue, Commissioner, Collector, Assistant Commissioner, Assistant Collector of the First Grade and Assistant Collector of the Second Grade
  • The Tehsildar as the chief revenue officer of a tehsil (Section 11)

  • Reporting and recording mutations (Section 42)
  • Recovery of land revenue and other dues
  • Partition of joint land (Chapter XI)
  • Demarcation of boundaries
  • Appeals, review and revision

The Punjab Tenancy Act 1887: classes of tenants, rights of occupancy tenants, rent, and ejectment.

The Land Acquisition Act 1894: acquisition of land for public purposes, the main notices, the award and compensation.

Read the bare Acts, not only MCQ books. Questions often test the exact wording of a section, the officer who has a power, or a time limit.

Punjab's land records are now computerised, so this section is directly related to the job.

English and Urdu essays (25 marks each)

  • Practise one English and one Urdu essay each week, written by hand within a time limit.
  • Use a simple structure: a short introduction, three or four clear points with examples, and a conclusion.
  • Likely topics include governance, land and agriculture, climate change, technology, education, corruption, and social issues in Punjab.
  • In Urdu, write neatly and avoid spelling mistakes. Many candidates lose easy marks here.

Salary and career growth

Naib Tehsildar is a BS-14 post in the Punjab government. Your monthly pay has two parts:

  • Basic pay, set by Punjab's Basic Pay Scale chart for BS-14, with an annual increment
  • Allowances on top, such as house rent, conveyance, medical and other allowances notified by the Punjab Finance Department

The exact figures depend on the Punjab Finance Department's pay notification for the current year, so check the latest chart before relying on any number online. For how pay scales and increments work, see BPS Pay Scales Explained.

Career path: Naib Tehsildars are promoted to Tehsildar (BS-16) under the Revenue Department's rules, and can rise further with service and seniority. The Tehsildar runs the revenue administration of a whole tehsil.

Powers and duties of a Naib Tehsildar

Naib Tehsildar posts are governed by the Punjab Land Revenue Act 1967 and the Land Record Manual. The Act names the classes of revenue officers and says the Tehsildar is the chief revenue officer of a tehsil. Naib Tehsildars work under the Tehsildar and are usually given the powers of an Assistant Collector by government notification.

In practice, a Naib Tehsildar's work usually includes:

  • Mutations: taking up and deciding mutation (intiqal) cases when ownership changes through sale, gift, inheritance or exchange, in the presence of the parties and witnesses
  • Supervising field staff: overseeing Patwaris and Girdawars in the assigned circle, and checking that land records are kept correctly
  • Crop inspection: checking the khasra girdawari (crop inspection records) in the field
  • Revenue cases: hearing partition, demarcation and correction cases as assigned
  • Recovery: collecting land revenue and other government dues recoverable as arrears of land revenue
  • Land records: helping keep the record of rights accurate, including the computerised land record
  • Other duties: relief assessments after floods and other disasters, anti-encroachment work, and other tasks assigned by the Assistant Commissioner or Deputy Commissioner

The exact powers of any officer depend on what the government has conferred on them, so they can vary between districts and over time.

Where the post fits in the revenue hierarchy:

Patwari → Girdawar / Qanungo → Naib Tehsildar → Tehsildar → Assistant Commissioner → Deputy Commissioner (Collector) → Commissioner → Board of Revenue
