Commission or testing service, and why the difference matters
A public service commission is a constitutional recruiting body. FPSC at the federal level, and PPSC, SPSC, KPPSC, BPSC and AJKPSC in the provinces and regions, advertise posts themselves, set and mark their own papers, hold the interview, and publish the final merit list. They recruit mainly into regular, pensionable service, and their competitive examinations - CSS federally, and the provincial management services - are separate multi-paper processes with their own age bands and rules.
A testing service is a contractor. NTS, PTS, OTS, STS and the provincial agencies conduct a screening test on behalf of a department that does not run its own, issue the roll number slip, and publish the result - but the department, not the testing service, owns the vacancy, sets the eligibility criteria, holds any interview and makes the appointment. That is why the test fee is paid on a challan to the testing service while the application itself belongs to the department.
In practice this changes where you look for information. For a commission post everything - advertisement, corrigendum, test date, result, merit list - is on the commission's own website. For a testing service post the advertisement and the appointment come from the department while only the schedule and result come from the testing service, so both have to be watched. Whichever route applies, confirm the details on that body's official site before paying any fee.
