How federal and Islamabad recruitment works

Posts in Islamabad are mostly federal rather than provincial: the ministries and divisions of the federal government, their attached departments and subordinate offices, autonomous bodies such as NADRA, the Higher Education Commission, the Pakistan Telecommunication Authority and the Pakistan Bureau of Statistics, and the Islamabad Capital Territory administration and its police. Federal medical and educational institutions in the capital recruit as well, often directly.

Regular federal posts from the middle grades upward go through the Federal Public Service Commission, which also conducts the Central Superior Services competitive examination. Ministries, divisions and autonomous bodies recruit directly for a good number of posts, particularly lower grades and contract or project positions, and those advertisements name the organisation rather than the Commission. Screening tests for direct recruitment are sometimes conducted by a testing service.

Federal recruitment differs from provincial in one important way: most posts are filled against a regional allocation that distributes seats between the provinces, Islamabad, Azad Jammu and Kashmir and Gilgit-Baltistan, with a portion reserved for open merit. Your domicile therefore decides which share you compete within rather than whether you can apply at all. Age limits are counted on the closing date, and relaxation follows the federal government's own rules.
