Duties and responsibilities
- Facilitate technical dialogue between stakeholders to close divergent interpretations of contractual clauses
- Act as focal person for contract administration issues that may accrue liabilities for the project
- Support the PIU in checking quality of procured items and ensure replacement of non-compliant goods
- Monitor progress of contract implementation against standards, procedures and timetable
- Provide technical leadership for first stage dispute resolution with contractors or consultants
- Represent and support the PIU during statutory and internal audits including donor reviews
- Lead coordination with all other individual consultants
- Support preparation of end of proceedings reports after every claim incident
- Provide support in contractual interpretation and in litigation
- Review available information systems and integrate existing reporting systems into one basic system
- Develop a comprehensive reporting system providing key information for decision makers
- Establish a monitoring system allowing regular feedback from field offices and integration with the central PIU
- Prepare and finalize M&E guidelines, procedures, reporting formats, monitoring indicators and checklists
- Ensure allocation of financial and human resources for a satisfactory monitoring system
- Propose strategies for digitization of the monitoring and evaluation system
- Facilitate regular monitoring and reporting on agreed project and performance indicators
- Identify information requirements of stakeholders and facilitate preparation of reports
- Contribute to work plan development ensuring alignment with logical frameworks and annual targets
- Develop an overall M&E strategy and framework for the project
- Coordinate and ensure preparation and finalization of all project reports
- Guide staff, contracted firms and executing partners in preparing progress reports
- Review baseline, intermediate, progress and end-of-project reports and suggest course corrections
Eligibility criteria
- Bachelors (16 Years)|Masters - Bachelors in Procurement, Bachelors in Supply Chain, Bachelors in Contract Management, Bachelors in Social Science, Bachelors in Development Studies, Bachelors in Economics, Bachelors in Finance, BBA, in Business Administration, Development Studies, Economics, Finance, Social Sciences, Supply Chain Management, Procurement Management, Contract Management, recognised by HEC
- Minimum Bachelors degree (16 years of education) in Procurement, Supply Chain, Contract Management, Social Science, Development Studies, Economics, Finance, Business Administration or a suitable discipline, Masters preferred
- At least ten years of experience preferably in procurement, contract management and monitoring and evaluation
- Demonstrated experience with procurement and contract management of goods, works and services
- Demonstrated experience with monitoring and evaluation frameworks
- Excellent presentation, written and oral communication skills and IT skills
- Experience with ADB procedures an added advantage
- Age up to 55 years
Experience required
- Required experience: At least 10 years
- At least ten years of experience after acquiring the stipulated qualification, preferably in procurement, contract management and/or monitoring and evaluation, with demonstrated experience in procurement and contract management of goods, works and services in the public sector
- Experience accepted from: Foreign Funded Projects, International Organizations, Government Institutions, Asian Development Bank Projects
