How research and analysis posts are filled

Research and analysis vacancies come from the federal and provincial bureaux of statistics, the planning and development boards and their monitoring wings, policy and reform units attached to chief secretaries and chief ministers, sector research institutes, and the research wings of universities and autonomous bodies. A high proportion of these posts sit inside programmes and reform units rather than line departments, which is why they are frequently advertised by a named unit or project office.

Statistical and research officer cadres normally require a Master's or MPhil in statistics, economics, mathematics, a social science, or a subject relevant to the sector, from an HEC-recognised university. Monitoring and evaluation posts often ask for demonstrated experience with survey design, data collection and analysis software, and senior posts expect a record of published or delivered work. Some research institute cadres require a PhD for the senior grades.

Selection usually combines a written paper - often quantitative - with an interview, and senior posts are commonly decided by a selection board reviewing a portfolio. Regular cadres sit at BPS-17 and above; a large share of unit and project posts are advertised on management pay scales with fixed contract terms, sometimes renewable against programme funding. Because the terms differ so widely here, the appointment type in the advertisement matters as much as the grade.
