How administrative and management posts are filled

Administrative vacancies run from department-level officer cadres - Assistant Director, Deputy Director, Section Officer, Manager - up to the structured services that form the backbone of the civil service. At provincial level that is the Provincial Management Service, recruited through the province's public service commission by a combined competitive examination. At federal level it is the Central Superior Services, recruited by the Federal Public Service Commission through the CSS examination.

Departmental officer posts normally require a Bachelor's or Master's degree, often in a stated field such as public administration, business, economics or a subject relevant to the department, and senior posts add years of managerial experience. The competitive examinations are different in kind: they are open to graduates within a set age band, are written across several papers rather than one, and include an interview and psychological assessment stage.

Ordinary departmental posts are usually decided by a one-paper objective test and an interview, and sit at BPS-17 and above depending on the cadre. Competitive examination entrants join at BPS-17 with a defined promotion structure above it. Many management and coordination posts in authorities, companies and project offices are advertised instead on management pay scales with fixed contract terms - a different proposition from a pensionable appointment, and worth reading closely.
