These vacancies come from the provincial environmental protection departments and their environmental protection agencies, the climate change divisions at federal and provincial level, the provincial food authorities, and the environmental wings of development authorities, waste management companies and water and sanitation agencies. Regulatory and inspection cadres are usually recruited by the department or authority itself, while officer grades in the departments more often go through a public service commission.

Environmental officer and inspector posts normally require an MSc or BS in environmental science, environmental engineering, chemistry, biology or a related discipline from an HEC-recognised university, and laboratory cadres add specific analytical experience. Food Safety Officer posts are different: they typically require a degree in food science and technology, agriculture, veterinary science, microbiology or a related field, because the role involves sampling, inspection and prosecution under food safety law.

Selection is usually a written objective paper on the subject and the applicable regulations, followed by an interview. Some inspection cadres add a physical or field component, since the work involves site visits and enforcement. Officer posts sit at BPS-17 and above, with inspector and laboratory cadres in the middle scales. A number of climate and environment posts are created under donor-funded programmes and carry project pay scales with fixed terms rather than pensionable appointments.
