Duties and responsibilities

  • Conduct monitoring at each subproject site and ensure the Environmental Management Plan is implemented, documenting findings for PIU and ADB review
  • Maintain close liaison with ADB, Punjab Government, implementing agencies and supervision consultants on IEE/EIA requirements and Punjab EPA NOC compliance
  • Support the PIU in the contract award process and review bidding documents to ensure EIA/IEE/EMP requirements are incorporated
  • Identify gaps in EMP compliance and provide inputs to prepare and monitor a Corrective Action Plan
  • Monitor environmental safeguards compliance and prepare environmental monitoring reports for ADB submission and website disclosure
  • Oversee implementation of mitigating measures identified in subproject EMPs
  • Ensure the Grievance Redress Mechanism is fully functional and grievances are resolved
  • Support the PIU in preparing bi-annual environmental monitoring reports
  • Review and verify environmental compliance reports prepared by supervision consultants
  • Support implementing agencies in developing EMP implementation mechanisms
  • Inform the ADB project team and PIU of environmental non-compliance issues
  • Conduct consultations with stakeholders and project affected persons
  • Attend to comments from the ADB project team, PIU and Punjab EPA
  • Perform any other task assigned by the Project Director, PIU or ADB

Eligibility criteria

  • Bachelors (16 Years)|Masters - Masters in Environmental Sciences, BSc Civil Engineering, Masters in Environmental Engineering, in Civil Engineering, Environmental Engineering, Environmental Sciences, recognised by HEC
  • Preferably Masters degree in Environmental Sciences, Civil Engineering or Environmental Engineering or equivalent
  • Preferably 10 years experience in environmental assessments and monitoring plans
  • Conversant with ADB Safeguards Policy Statement 2009 and ADB environmental guidelines
  • Excellent written and spoken English
  • Experience with foreign funded projects and international organizations preferred
  • Age up to 55 years

Experience required

  • Required experience: At least 10 years
  • Preferably 10 years experience in preparation, implementation and monitoring of environmental assessments and monitoring plans; conversant with ADB Safeguards Policy Statement 2009 and application of ADB environmental guidelines
  • Experience accepted from: Foreign Funded Projects, International Organizations, Government Institutions, Asian Development Bank Projects
