How social welfare posts are filled

Social welfare vacancies come from the provincial social welfare and bait-ul-maal departments, the Zakat and Ushr departments, the social protection authorities, women development departments, and child protection and rehabilitation bureaux. A large share are created inside social protection programmes and donor-funded projects, which is why the advertising body is frequently a named authority or programme office rather than a line department.

Social Welfare Officer and Social Organiser posts normally require a Master of Social Work or a Master's in sociology, social sciences, rural development or a related discipline, and field cadres often add experience of community mobilisation in the relevant district. Psychologist posts are more tightly specified: an MS or MPhil in clinical or counselling psychology is usually required, and some add supervised clinical hours. Protection officer cadres frequently ask for a legal or social work background.

Selection is usually a written paper with an interview, and field posts weigh local knowledge and language alongside qualifications. Officer cadres sit at BPS-17 and above with field staff in the middle scales, but a high proportion of these posts are advertised on project pay scales for a fixed term tied to programme funding. Many are also district-specific, so the domicile requirement is often narrower here than in other categories.
