Department: People & Culture Position: Director People & Culture Reports to: Chief Executive Officer (CEO), PSEB Location:Islamabad Maximum Age: 56 years Role Overview The Director People & Culture will serve as a key member of PSEB’s senior management, responsible for leading the human resources and organisational development function in alignment with PSEB’s mandate and strategic objectives. The role is responsible for building a high-performance, values-driven organisational culture that attracts, develops, and retains top talent in support of PSEB’s mission to facilitate Pakistan’s IT and ITeS sector. The Director People & Culture will drive the full spectrum of people management from talent acquisition and onboarding through to performance management, learning & development, employee engagement, and succession planning. The role also provides strategic HR advisory support to the CEO and senior leadership, ensures compliance with applicable government rules and regulations, and champions a culture of transparency, accountability, and continuous improvement across the organisation. Educational Qualification: ● Minimum 16 years of education with a degree in Human Resource Management / Business Administration / Public Administration / Organizational Psychology / Management Sciences / Social Sciences or a related discipline. ● Higher qualifications or professional certifications in Human Resource Management, Organisational Development, or related areas such as SHRM, CIPD, or equivalent shall be an added advantage. ● Degree(s) must be from a HEC-recognized national or international university/institution. Experience: ●Minimum 10 years of post-qualification relevant experience in human resource management, organizational development, talent acquisition, people management, with progressively increasing responsibility. ●Demonstrated experience in designing and implementing HR strategies, policies, and frameworks aligned with organizational goals. ●Experience in major HR areas such as talent acquisition, performance management, learning & development, or employee engagement in a structured organizational setting. ●Relevant experience in succession planning, workforce planning, and organisational development initiatives is desirable. ●Prior experience in a government, semi-government, or public-sector organisation will be considered highly relevant; however, candidates with strong private-sector HR leadership experience are also encouraged to apply. ●Leadership or decision-making experience, ideally supported by approximately three (3) years in a senior HR role. Familiarity with Pakistan's applicable HR and service rules, government regulations, and compliance requirements will be an added advantage. Key Responsibilities ●Develop and implement a comprehensive people and culture strategy aligned with PSEB’s organisational objectives and mandate. ●Lead the full talent acquisition cycle including job analysis, advertisement, shortlisting, and onboarding ensuring merit-based, transparent, and compliant recruitment processes. ●Design and implement a robust performance management framework, ensuring regular appraisals, goal-setting, and feedback mechanisms are embedded across the organisation. ●Develop and execute learning & development programs to build organisational capability, address skill gaps, and support career progression for PSEB’s workforce. ●Lead succession planning and talent pipeline development initiatives to ensure continuity of leadership and critical functions across the organisation. ●Drive employee engagement initiatives to foster a positive, inclusive, and high-performance organisational culture aligned with PSEB's values. ●Develop, review, and update HR policies, procedures, and service rules in line with government regulations, best practices, and organisational requirements. ●Provide strategic HR advisory support to the CEO and senior leadership on people-related matters, organisational design, and change management. ●Ensure compliance with applicable government service rules, PSEB regulations, and relevant statutory requirements across all HR functions. ●Oversee the maintenance of accurate and up-to-date employee records, HR data, and workforce analytics to support evidence-based decision-making. ●Lead and develop the People & Culture team, setting clear objectives, reviewing performance, and building team capability.
