Duties and responsibilities
- Act as overall in-charge of the procurement and contract management unit of PMO and make decisions on procurement of works, goods and services
- Prepare procurement plans for works, services and goods according to donor and government guidelines and ensure timely implementation
- Prepare procurement documents for contracts and consultancy services following prescribed procedures and timelines
- Handle contractual matters relating to projects according to conditions of contract
- Administer procurement of consultancy services contracts and handle contractual issues with project consultants
- Monitor and report project progress to various authorities
- Assist the Project Director in interaction with contractors, consultants and stakeholders during monthly progress reviews
- Ensure compliance with contract clauses with suppliers and contractors
- Keep detailed records and identify matters of dispute for DRB, arbitration and monthly review meetings
- Defend claims and disputes raised by contractors against the employer
- Ensure contractual obligations are complied with before payment of any bill
- Attend and issue agenda for monthly progress review meetings
- Assist the Project Director in procurement and contract administration matters
Eligibility criteria
- MS/MPhil (18 Years) - BSc Civil Engineering, MSc Engineering in Project Management, MSc Engineering in Procurement/Contract Management, MSc Engineering in Construction Management, in Civil Engineering, Project Management, Procurement Management, Contract Management, Construction Engineering, recognised by HEC, PEC
- BSc Civil Engineering from a recognized university and MSc Engineering with subjects of Project Management, Procurement/Contract Management or Construction Management from an HEC recognized university
- At least 12 years overall professional experience after BSc Civil Engineering
- Registered with PEC as professional engineer
- Experience of preparing procurement documents, PQ documents, bid documents and bid evaluation reports
- Experience of contract and claim management of civil engineering projects
- Proven skills in tendering, bid evaluation, contract negotiation and claims handling
- Knowledge of contract conditions, procurement guidelines and PPRA Rules
- Punjab domicile
- Departmental officers eligible (appointment by transfer)
Experience required
- Required experience: At least 12 years
- At least 12 years overall professional experience after BSc Civil Engineering in procurement and contract management, including preparation of procurement documents, PQ documents, bid documents, bid evaluation reports, EOI, RFP and contract agreements; experience of mega civil engineering projects under FIDIC, World Bank or other donor funded conditions preferred
- Experience accepted from: Government Departments, Public Sector Organizations, Water Sector Projects
