Designation: Manager Procurement Grade: PPS-08 Age Limit: 50 years (Max.) Qualification ● Minimum 16 years of education (Bachelor's degree) in Management Sciences / Finance, Accounting, / Economics / Business Administration / Supply Chain Management or a closely related field from an HEC-recognized university. Degrees from foreign institutions must be accompanied by a valid HEC equivalence certificate. ● Preference will be given to candidates with 18 years of education (Master's/MBA/MS) in Procurement, Supply Chain Management, or Public Sector Management. ● Certifications such as CIPS, PMP, or training in PPRA/Public Procurement rules will be considered an added advantage. Experience ● Minimum 5 years of post-qualification experience in public sector procurement, with hands-on involvement in the end-to-end procurement cycle of multi-sector or technology-driven projects. ● Proven expertise in managing PSDP/ADP-funded or donor-funded government projects, procurement of goods and services, and dealing with complex vendor ecosystems. ● Demonstrated experience in procurement roles within semi-government, autonomous bodies, or large-scale organizations, in compliance with PPRA Rules and relevant government frameworks. Key Skills ● Deep understanding of PPRA Rules, SPPRA (if applicable), donor procurement guidelines, and related public procurement legislation. ● Proficiency in drafting RFPs, RFQs, bid evaluation reports, contracts, and managing vendor databases. ● Skilled in procurement planning, inventory management, vendor negotiations, and audit documentation. ● Familiarity with digital procurement platforms and office productivity tools including MS Office, MS Project, ERP systems, and project management tools. ● Excellent analytical, negotiation, and documentation skills. ● Ability to liaise with regulatory authorities, audit departments, and internal/external stakeholders in a government project environment. Key Responsibilities ● Lead the entire procurement lifecycle for the National Semiconductor HR Development Program (NSHRDP), ensuring full compliance with PPRA Rules, organizational policies, and donor requirements. ● Prepare and execute annual procurement plans aligned with the approved PC-1, budgeting cycles, and institutional needs. ● Draft and review tender documents, TORs, RFPs/RFQs, and contractual agreements in collaboration with technical teams and legal advisors. ● Conduct bid evaluations, ensure transparent procurement decisions, and maintain comprehensive procurement documentation in accordance with audit and compliance protocols. ● Negotiate and manage vendor contracts, monitor supplier performance, resolve delivery and quality issues, and implement vendor risk mitigation strategies. ● Maintain up-to-date records of procurement activities, inventory movements, and asset registers. ● Serve as the focal point for PPRA and other oversight bodies, ensuring compliance with reporting, inspection, and regulatory updates. ● Coordinate with relevant university procurement/inventory teams, training centers, and MoITT/PSEB procurement units for synchronized project execution. ● Support procurement audits, respond to audit observations, and implement corrective actions as required. ● Contribute to the development of digital procurement tools and tracking systems for improved transparency and reporting. ● Provide procurement-related inputs for M&E frameworks, performance dashboards, and quarterly/annual reports. KPIs for Annual Performance Appraisal ● Procurement Compliance: 100% compliance with PPRA rules and government procurement guidelines. ● Procurement Timeliness: 95% of procurement activities completed within the approved timeline and budget. ● Audit Performance: Zero major audit objections due to procurement gaps; timely resolution of all audit observations. ● Vendor Performance: At least 90% vendor satisfaction and on-time delivery metrics met annually. ● Digital Reporting: 100% of procurement records digitized and maintained in the program's MIS. Eligibility criteria

  • Bachelor - MBA, BE, MS, in Management Sciences, Finance, Accounting, Economics, Business Administration, Supply Chain Management, Procurement, Public Sector Management Familiarity, recognised by HEC
  • Minimum 16 years of education (Bachelor's degree) in Management Sciences / Finance, Accounting, / Economics / Business Administration / Supply Chain Management or a closely related field from an HEC-recognized university.
