Job Overview The Program Lead designs, manages, and delivers strategic programs that advance digital health innovation. This role translates the lab’s vision into actionable initiatives, coordinates cross-functional teams, and ensures programs achieve measurable health and innovation outcomes. Key Responsibilities • Lead end-to-end planning, implementation, monitoring, and evaluation of assigned digi-tal health programmes and strategic initiatives. • Collaborate with government stakeholders, development partners, technical teams, advi-sory boards & subsequent subgroups and ecosystem actors to define programme objec-tives, KPIs, implementation roadmaps, timelines, and budgets. • Conduct thematic area-wise nationwide workshops to develop consensus on the way forward. • Conduct regular scrum and coordination meetings with Digital Innovation Lab team for Health and cross-functional stakeholders to ensure alignment, accountability, and timely execution of deliverables. • Organize, coordinate, and present programme updates, strategic reviews, and progress reports during Change Advisory Board (CAB), Key Discovery in Data (KDD) and other Progress Update meetings and other governance forums involving the leadership of the Digital Innovation Lab and PDA. • Manage programme teams, implementation partners, consultants, vendors, and external collaborators to ensure high-quality and timely delivery of outcomes. • Identify opportunities for integration and synergy across projects and lead the scale-up and institutionalization of successful pilots and innovation initiatives. • Monitor programme performance, implementation risks, dependencies, and impact indi-cators; proactively address bottlenecks and prepare comprehensive reports for leadership and stakeholders. • Facilitate stakeholder engagement, knowledge-sharing sessions, capacity-building initia-tives, workshops, and strategic consultations with public and private sector entities. • Ensure programme alignment with national digital health priorities, public sector reform agendas, and relevant Sustainable Development Goals (SDGs). • Design and oversee innovation, incubation, and acceleration programmes in coordina-tion with the startup and incubation ecosystem, including outreach, calls for applica-tions, evaluation processes, mentoring frameworks, and partnership development. • Organize innovation showcases, demo days, pitch events, and ecosystem networking en-gagements to strengthen collaboration and promote emerging digital health solutions. • Ensure meaningful and strategic representation of the Digital Innovation Lab core team in meetings, consultations, and engagements with relevant Ministries, Departments, pro-vincial entities, and development partners. • Oversee and validate the centralized repository of commitments, action items, and stra-tegic deliverables of the Innovation Lab, ensuring execution within agreed timelines and governance frameworks. • Travel nationwide, when required, to support programme implementation, resolve oper-ational challenges, accelerate decision-making, and facilitate escalations with senior leadership and government stakeholders where necessary. • Manage formal and informal communication channels and stakeholder relationships across government institutions, private sector organizations, academia, startups, and de-velopment partners. Qualifications & Skills • Bachelor's/master's degree in health informatics, public health, medicine (MBBS), busi-ness, economics, project management and/or related field. • Minimum 6+ years of experience managing complex programs in health, digital innova-tion, or development sectors. • Verifiable experience in the public sector of conceiving, designing and implementing large scale programs in the related vertical. • Strong project/program management skills with proven ability to deliver results in mul-ti-stakeholder environments. • Knowledge of digital health technologies and Pakistan’s health ecosystem. • Excellent leadership, problem-solving, and interpersonal skills.
