Digital Expert FDI

Senior position at the Ministry of Information Technology and Telecommunication to position Pakistan as a premier global destination for digital foreign direct investment. Appointment is on contract for two years, extendable for a further two years subject to result-based performance, under the SPPS Policy 2024 of the Federal Government.

• Develop export-led investment proposals, project documents and investment pitchbooks for the Telecom sector
• Vet investment proposals and identify investment potential with supporting guidelines and SOPs
• Contribute to formulation and review of taxation and budget proposals affecting the digital economy
• Coordinate with other ministries and government departments to align policy positions
• Represent MoITT at international and regional platforms including CPEC, ECO, DCO, CAREC, World Bank, ADB, SCO and CTO
• Assist in negotiation, drafting and processing of bilateral MoUs and agreements
• Manage coordination with the Senate and National Assembly and prepare parliamentary responses
• Contribute to the Ministry's annual and quarterly reports
• Support planning and execution of national initiatives and events
• Coordinate with the Minister's Office and prepare talking points and briefing notes
• Coordinate and track flagship Ministry initiatives and projects
• Assist in monitoring and review of PSDP-funded projects
• Formulate and coordinate policy on emerging technologies including OTT services, IoT, smartphones, fintech and smart cities

• Master's - Masters Degree in Electrical, Computer Sciences, Electronics, Telecommunication, Information Technology, Business Management, in Electrical Engineering, Computer Science, Information Technology, Telecom Engineering, Business Administration, recognised by HEC
• Masters Degree from a reputable HEC or internationally recognized university in Electrical, Computer Sciences, Electronics, Telecommunication, Information Technology or Business Management
• Demonstrated experience working on digital economy or emerging technology issues
• Strong cross-sectoral coordination and communication skills
• Ability to manage multiple concurrent workstreams under tight government timelines

• Required experience: At least 8 years
• At least 8 years of relevant experience in IT & Telecom sector including exposure to international engagements and government/regulatory affairs, with demonstrated experience on digital economy or emerging technology issues
