Director General (Planning & Development)

NAVTTC requires a Director General Planning & Development (BPS-20) at NAVTTC HQ Islamabad. Post to be filled on deputation basis; only regular civil servants in the same scale are eligible. Selected candidates join at NAVTTC HQ Islamabad and may be posted anywhere in Pakistan. No TA/DA for interview.

• Preparation, formulation and processing of PC-I for development projects
• Monitoring, evaluation and appraisal of development projects and programmes
• Formulation and implementation of training policies and frameworks
• Preparation and implementation of training plans with stakeholders
• Formulation and review of TVET policies and strategies
• Project planning, management, administration and institutional coordination
• Stakeholder management and preparation of policy briefs and reports

• Regular Government Officer of BS-19/20 or equivalent
• Experience in development planning, project management, M&E or TVET
• Must be a regular public/civil servant in Federal/Provincial Government or Autonomous Body in the same scale
• Contract, project-based or Tenure Track System employees not eligible
• Departmental NOC required at interview

• Required experience: At least 17 years
• Regular Government Officers of BS-19/20 or equivalent with minimum 17 years post-qualification experience in development planning, project management, monitoring and evaluation or TVET, including PC-I preparation, project appraisal, training policy and stakeholder coordination.
• Experience accepted from: All Occupational Groups, Federal Ex-Cadre Officers, Provincial Ex-Cadre Officers, Secretariat, Directorates, Audit and Accounts, Provincial Management/Service Cadre

• All candidates: 18 – 55 years
• Age is counted on the closing date, 11 Oct 2026.
