Senior Telecom Policy and Strategy Consultant

World Bank assisted Digital Economy Enhancement Project (DEEP) consultancy providing technical oversight and supervision of a firm delivering the Right of Way Single Window Portal and the National Fiberization Policy and operational plan. Contract until 31 July 2028, based in Islamabad, reporting to the Program Director PMU through the Telecom Wing.

• Provide technical oversight and supervision of the firm engaged under DEEP
• Facilitate design and implementation of the Single Window Right of Way portal
• Oversee gap assessment reports including GIS maps
• Guide development of the National Fiberization Policy and operational plan
• Ensure measures to improve affordability and generate demand for telecom services
• Facilitate bilateral and multilateral international engagements and knowledge exchange
• Undertake analytical assessment of telecom taxation and propose fiscal reforms
• Monitor firm performance, manage risks and report regularly to MoITT/DEEP PMU

• Bachelor's - BS Electrical Engineering, BS Telecommunication Engineering, BSCS, BSIT, BS Computer Engineering, BS Electronics Engineering, in Electrical Engineering, Telecom Engineering, Computer Science, Information Technology, recognised by HEC
• Minimum 16 years of education from a reputable HEC or internationally recognized university in Electrical/Computer/Electronics/Telecom/Information Technology or a relevant field
• Good understanding of international standards, regulations and practices
• Proven track record of project execution and policy implementation
• Strong communication, analytical and presentation skills

• Required experience: At least 18 years
• Minimum 18 years total professional work experience including national/international experience in project execution, communication, coordination, formulation, analysis and stakeholder engagement, preferably in the Telecom/ICT/Digital sector
