CEO, PHA Foundation

PHA Foundation (PHAF), a State-Owned Enterprise of the Government of Pakistan established under Section 42 of the Companies Act 2017 with the mandate to promote, facilitate and regulate affordable housing schemes and urban development projects, invites applications for a full time Chief Executive Officer based at Islamabad. The initial contract shall be for three years with annual performance evaluation by the Board of Directors, extendable up to two further years.

• Provide vision, lead and manage multiple teams of top professionals and deliver measurable results
• Evaluate and apply emerging technologies to transform business and deliver sustainable competitive advantage
• Lead large scale project management and supervision
• Ensure compliance with government laws, rules and policies related to project management, public procurement and public financial management
• Deliver against Board-approved Key Performance Indicators

• Master's degree or equivalent (16 years of education) in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance, Engineering, in Urban Planning, Architecture, Business Administration, Accounting & Finance, Engineering, recognised by HEC
• At least Master's degree or equivalent (16 years of education) in Urban Planning, Architecture, Development Studies, Business Administration, Public Administration, Finance or Engineering from an HEC recognised university
• Strong knowledge of government laws, rules and policies related to project management, public procurement and public financial management
• Must meet the Fit and Proper Criteria laid down in Schedule IV of the State-Owned Enterprises (Governance and Operations) Act 2023
• Good interpersonal and communication skills and team building ability

• Required experience: At least 15 years
• Minimum 15 years of relevant professional experience including substantial experience at senior management positions with demonstrated expertise in project management, construction sector or infrastructure development; candidates who have served Public Sector Entities or Corporations as CEO/MD will be given preference
• Experience accepted from: Public Sector Entities, Corporations
