Procurement and Contract Management Specialist

Procurement and Contract Management Specialist at the Artificial Intelligence Delivery Unit, structuring and managing technology and outsourced-development procurements.

• Plan and structure procurement packages for major goods, IT/AI systems and outsourced development services under PPRA
• Lead bid evaluation processes and draft contracts, ensuring milestone- and deliverable-linked terms with IP and code ownership vested in Government where applicable
• Manage contract performance: milestone tracking, payment certification and vendor performance review
• Advise pillar and engineering teams on procurement pathways and market intelligence for technology and AI services
• Maintain contract and procurement records for audit and PSC reporting

• Bachelor's or Master's degree (16 years of education) in Business Administration, Law or Engineering, in Business Administration, Engineering, Law, recognised by HEC
• Bachelor's or Master's degree (16 years of education) in Business Administration, Law, Engineering or a related field from an HEC-recognized university
• PPRA experience required
• Preference would be given to foreign qualified candidates with proven track record
• Complex procurement structuring and PPRA compliance
• Contract negotiation and performance management
• Vendor and market intelligence for technology/AI services
• Risk identification in contracting

• Required experience: At least 8 years
• At least 8 years of experience in procurement and contract management, including technology or large-value service contracts; PPRA experience required
• Experience accepted from: Public Sector Organizations, Private Sector Organizations

• All candidates: 30 – 45 years
