Director – Program Delivery

Pakistan Digital Authority (PDA) is hiring for the post of Director – Program Delivery (Grade-11) on a contract basis. Applicants need a bachelor's degree in a subject such as Computer Science, Information Technology or Engineering and at least 12 years of experience. The role involves translate national digital priorities and sector strategies into executable program with clear milestones, deliverables, accountabilities and measurable outcomes. • Role Purpose Lead the end-to-end delivery of complex digital transformation programs under PDA's national digital transformation mandate, ensuring that digital solutions are successfully implemented, adopted and deliver measurable outcomes for government institutions, businesses and citizens
• The role requires a proven digital delivery leader with hands-on experience delivering technology-enabled solutions, preferably within government or public-sector environments, alongside strong program governance, stakeholder management and sectoral understanding
• Key Responsibilities Lead the planning and execution of large-scale digital transformation program, from mobilization and solution implementation through to deployment, adoption and operational handover
• Translate national digital priorities and sector strategies into executable program with clear milestones, deliverables, accountabilities and measurable outcomes
• Oversee delivery of digital platforms, integrated government services, workflow automation, interoperability solutions and other technology-enabled initiatives
• Work closely with PDA's technical, product, architecture, DPI and sector teams to ensure solutions are delivered against agreed business requirements and technical standards
• Lead cross-functional delivery involving government ministries, departments, technology partners, vendors and implementation teams
• Provide delivery leadership across priority sectors such as health, education, agriculture, housing, finance and other areas of government transformation
• Establish program delivery plans, governance structures, resource requirements, budgets, performance indicators and escalation mechanisms
• Identify and manage program risks, interdependencies, delivery constraints and critical decisions, ensuring timely resolution and escalation
• Oversee vendor and implementation partner performance, ensuring delivery commitments, quality standards and contractual milestones are achieved
• Manage senior stakeholder engagement, including government leadership, sector authorities and external delivery partners, to secure decisions and maintain programme momentum
• Monitor solution readiness, testing, deployment, change management, user adoption and transition into sustainable operations
• Provide executive-level program reporting, delivery assurance and evidence-based recommendations to PDA leadership
• PMP, PRINCE2, MSP, PgMP or equivalent program/project management certification preferred
• Additional qualifications in digital transformation, technology management or public administration would be advantageous
• Experience 12 years of relevant experience, including significant leadership responsibility for complex digital or technology-enabled program delivery
• Demonstrable track record of successfully delivering digital solutions through implementation, deployment and operational adoption
• Experience delivering government digital transformation program, public digital services or large-scale technology modernization initiatives strongly preferred
• Experience working within or delivering solutions for priority sectors such as health, education, agriculture, finance or other public service domains
• Experience managing multiple delivery partners, cross-functional teams, complex dependencies and senior government stakeholders

• Bachelor's - BE, in Computer Science, Information Technology, Engineering, Business Administration
• Required Qualifications Bachelor's or degree in Computer Science, Information Technology, Engineering, Project/Program Management, Business Administration or a related discipline
