Domicile in Your Father's Name: Will FPSC Reject It?

Yes - FPSC rejects it. FPSC accepts only a domicile certificate issued in your own name. Here is what each commission says about a father's or husband's domicile, why yours has to be your own, and how to get it before the closing date.

The short answer

FPSC's General Instructions say a domicile or local certificate issued in the name of the candidate's father or husband is not accepted for quota allocation, and that applications of candidates who do not provide a self-domicile certificate are rejected. FPSC's FAQ puts it in one line: only a self-domicile is acceptable. There is no exception for married women.

The other commissions also want a domicile that is yours. Where they differ is what a married woman may do.

What each commission says

  • FPSC: your own domicile only - not your father's, not your husband's. Once accepted at your first entry into government service, it cannot be changed at a later exam.
  • SPSC: its interview letter asks for a domicile and a PRC (Form-D) "of your own". A woman who changes her domicile because of marriage during the recruitment may use the new one, with valid documents.
  • KPPSC: a domicile issued to you before the last date. A married woman not already in government service may adopt her husband's domicile or keep her own - the choice in the form is final.
  • PPSC: a married woman may apply on her husband's district of domicile until she gets her own, with his domicile and proof of marriage.
  • BPSC: your own district's local or domicile; a married woman applying on her husband's must submit his certificate with her name on it.
  • AJK PSC: a married woman may choose her father's or husband's district, but must present her updated domicile certificate before shortlisting.

Why your father's domicile is not yours

A domicile certificate is personal. Under the Pakistan Citizenship Rules, 1952, it is issued on your own application, with an affidavit, once the issuing authority is satisfied that you have lived in Pakistan for at least a year and intend to stay; the certificate names your place of domicile by tehsil, district and province. Your father's certificate shows where he is domiciled - it says nothing about you in the eyes of a recruiter.

You can hold a domicile of one place only: Islamabad's administration says a second one is not allowed under the law, and that a person moving to Islamabad must first have the old one cancelled and can apply only a year after that. So do not plan to switch districts just before an advertisement.

How to get your own domicile in time

The domicile is issued by your district, so the steps differ by place. Two official examples:

  • Islamabad: the Assistant Commissioner (Saddar) deals with it through the Citizen Facilitation Centres. The ICT administration gives about 7 days and a Rs 200 fee, and asks for a CNIC at least a year old.
  • Punjab: apply at an e-Khidmat Centre or Markaz (or the district's domicile app). The Assistant Commissioner's domicile branch checks the file and signs the certificate; District Hafizabad gives a 15-day timeline.
  • Sindh: SPSC wants the domicile and the PRC (Form-D), both from the Deputy Commissioner, naming the same place.

Applied, but not issued by the closing date?

PPSC is the one commission that publishes a concession: a domicile issued after the closing date counts if you applied before it and can prove it with documents. SPSC wants every document issued before the closing date, but lets you attach proof and write to its Chairperson before the closing date if the office is late. KPPSC wants the certificate issued before the last date. FPSC's form asks the issue date and publishes no concession. Keep the receipt with its date in every case.

How it works

  1. Choose who is recruiting - FPSC, PPSC, KPPSC, SPSC, BPSC, AJK PSC, a testing service or a department - and the kind of post.
  2. Answer short questions about your domicile, government service, qualification, experience and any quota. Each is a tap, and nothing leaves your device.
  3. You get your own list - every document, original or copy, and how many copies this body asks for - to tick off, print or save as a PDF.
  4. Above it are the risks in your answers: red for a listed reason to reject, amber to check, green to have ready - each with what to do and the official rule.

Common mistakes

  • Assuming a married woman can use her husband's domicile for FPSC - she cannot.
  • Applying on a father's domicile while your own application is pending - FPSC rejects the candidature at verification.
  • Getting a second domicile in a new district without cancelling the first.
  • Waiting for the advertisement before applying for a domicile that takes one to two weeks.

Frequently asked questions

Can I use my father's domicile certificate for a government job?

Not as your own domicile. FPSC says a domicile in the father's name is not accepted, and SPSC and KPPSC ask for one issued to you. Apply for your own at your district office.

What is a self domicile certificate?

A domicile certificate issued in your own name, on your own application - FPSC's term for the only domicile it accepts.

Can a married woman use her husband's domicile?

Not for FPSC. PPSC allows her husband's district with his domicile and proof of marriage; KPPSC lets her choose his or hers once; BPSC wants his certificate with her name; AJK PSC wants the updated domicile before shortlisting.

Can I change my domicile for a later FPSC exam?

No. FPSC treats the domicile accepted at your first entry into government service as final.

How long does a domicile take?

It depends on the district. Islamabad's administration gives about 7 days; District Hafizabad in Punjab gives a 15-day timeline. Apply well before the closing date.

Domicile kaise banaye?

Apne district ke domicile office se - Islamabad mein Citizen Facilitation Centre, Punjab mein e-Khidmat Markaz. CNIC aur district ke batay hue documents saath le jaein, aur rasid sambhal kar rakhein.
