NOC and DPC for Government Employees Applying for Another Job
If you already work for the government, you need your department's written permission to apply for another post - an NOC, or what FPSC calls a Departmental Permission Certificate (DPC). When each commission wants it decides whether a late NOC is a delay or a rejection.

Do you need permission?
Yes. Under the federal Government Servants (Applications for Services and Posts) Rules, 1966, a government servant may apply for another post only with the prior written permission of the head of his or her office. Punjab's rules (applied by PPSC) and Khyber Pakhtunkhwa's 1957 rules say the same, and the advertisements run by NTS, PTS, OTS and ETEA tell serving employees to apply "through proper channel".
When each commission wants it
FPSC: before you apply
FPSC requires the parent department's permission before you apply. The DPC's reference number and date go in the online form - without them no admission certificate is issued - and the original, in FPSC's Annex-6 format, is checked at document verification. Annex-6 has the department send the certificate, or its refusal, to FPSC before the closing date. A refused or missing DPC is one of FPSC's listed reasons for rejection. Serving Armed Forces personnel bring permission from their Services Headquarters or the Ministry of Defence; anyone who left government service brings proof that the resignation was accepted.
PPSC: apply, then produce it at the interview
A Punjab civil servant applies only with written permission, but if it cannot be had by the closing date an advance copy of the application may be sent; the candidature is then provisional and is cancelled if permission is refused. PPSC's current advertisement asks that you have obtained or applied for the NOC or DPC when you apply, and produce it at the interview on form PPSC-5. A refused permission is one of PPSC's grounds of rejection.
KPPSC: when asked
Employees of government, semi-government and autonomous bodies may apply directly, but submit a Departmental Permission Certificate on KPPSC's form when asked - in practice with the documents after the test. Education employees have it countersigned by the District Education Officer (BPS-15 and below) or the Director.
SPSC: with the application
Serving government and semi-government employees apply through proper channel and attach the NOC or departmental permission to the online application, with a service certificate showing the date of entry into service and the domicile on record. A missing NOC makes the application deficient, and must be made good by the last interview date.
BPSC: with the documents after the test
BPSC asks government servants for a Departmental Permission Certificate in the set of documents due within 10 days of passing the test. Its older FAQ also says serving employees route applications through their departments.
Age relaxation for government servants
Being in service can also raise your age limit - and that needs proof too. Federal rules give 10 years' relaxation, up to age 55, to a government servant with two years' continuous service on the closing date; FPSC excludes employees of nationalised banks, the State Bank, WAPDA and semi-government or autonomous bodies. Khyber Pakhtunkhwa gives up to 10 years; Punjab takes your continuous Punjab government service off your age. The age calculator applies these to your dates.
How it works
- Choose who is recruiting - FPSC, PPSC, KPPSC, SPSC, BPSC, AJK PSC, a testing service or a department - and the kind of post.
- Answer short questions about your domicile, government service, qualification, experience and any quota. Each is a tap, and nothing leaves your device.
- You get your own list - every document, original or copy, and how many copies this body asks for - to tick off, print or save as a PDF.
- Above it are the risks in your answers: red for a listed reason to reject, amber to check, green to have ready - each with what to do and the official rule.
Common mistakes
- Submitting FPSC's online form first and planning to get the DPC later - its number and date are needed in the form.
- Assuming PPSC's advance-copy route works for FPSC - it does not.
- Using a domicile or PRC different from the one on your service record (SPSC wants the same).
- Asking your department too late: the certificate has to be signed, sometimes countersigned, and sent before the deadline.
Frequently asked questions
Can a government employee apply for another government job in Pakistan?
Yes, with the written permission of the department. Federal, Punjab and Khyber Pakhtunkhwa rules all require it, and every commission checks it.
What is the difference between an NOC and a DPC?
None for this purpose: both mean your department's written permission to apply. FPSC calls it a Departmental Permission Certificate (DPC) and also writes "DPC/NOC".
Where do I get FPSC's DPC form?
It is Annex-6 on FPSC's forms page. Your department fills it, signs it and sends it - or its refusal - to FPSC before the closing date.
Can I apply to PPSC without an NOC?
You may send an advance copy of the application if permission cannot be had by the closing date; the candidature is then provisional and is cancelled if permission is refused. Produce the NOC or DPC at the interview.
What happens if my department refuses?
The candidature is rejected - FPSC and PPSC both list a refused departmental permission as a ground of rejection.
NOC kya hota hai?
NOC (No Objection Certificate) aap ke mehkame ki tehreeri ijazat hai ke aap doosri asami ke liye apply kar sakte hain. FPSC ise DPC kehta hai aur apply karne se pehle maangta hai.
