When FPSC checks your documents

FPSC takes only the online application at first and treats what you claim in it as final: anything that does not match your documents at verification can get the candidature rejected, and experience you did not enter cannot be added later. Government employees need their Departmental Permission Certificate before they apply - its number and date go in the form.

At the written test you need the admission certificate and your original CNIC or passport. Candidates who pass are called for physical verification of documents one day before the interview, where the originals and the two attested sets are checked. Bring the originals again on the interview day. After selection, the department you join checks your documents, character and medical fitness once more.

What to bring to FPSC's document verification

The originals, and two sets of photocopies of each, attested with the attesting officer's signature and a stamp showing the officer's name. FPSC does not name a grade of officer.

  • Matric and Intermediate certificates, and your Bachelor's, Master's, MPhil or PhD degrees with result cards or DMCs.
  • CNIC.
  • Two photographs.
  • Experience certificates, on FPSC's Annex-3 format.
  • Self-domicile certificate - in your own name.
  • The original Departmental Permission Certificate, if you are a government servant.
  • Publications, where the post asks for them.
  • Any other document that supports a claim in your form: the equivalence certificate, the Annexure-D minority certificate, a disability certificate, proof of an age relaxation.

Self-domicile: the rule that catches most people

FPSC accepts only a domicile issued in your own name. Its instructions say a domicile or local certificate in the father's or husband's name is not accepted for quota allocation, and that the applications of candidates who do not provide a self-domicile are rejected. There is no exception for married women.

The domicile decides the provincial or regional quota you compete in. The domicile accepted when you first enter government service is final and cannot be changed at a later FPSC exam, and you sign an undertaking that you hold no other. Candidates from Azad Kashmir may use a State Subject certificate (Annex-4), and those from the former tribal areas need a certificate on Annex-5.

FPSC's online form asks the date your domicile was issued, but its instructions do not say what happens to one issued after the closing date - unlike PPSC, it publishes no concession for one applied for before. Have it issued in time.

Gilgit-Baltistan posts: FPSC advertises Gilgit-Baltistan government posts too - its Advertisement 03/2026 included posts in GB's Education Department - and we found no working website of a separate GB commission, so these are the rules to follow.

Experience certificates and the DPC

Experience: Annex-3

FPSC counts experience in a regular, full-time, paid job - daily-wage or contingent service and on-the-job training included where relevant - only from the date your qualification's result was officially announced, up to the closing date. Part-time, honorary, self-employed, apprentice and internee work is not counted, nor are overlapping periods.

Each certificate goes on the employer's letterhead in the Annex-3 format, with a reference number, the exact dates and duties, and that the job was regular, full-time and paid - one per employer. In government it is signed by an officer at least one step above the post you are applying for; in a private firm by the chief executive or the HR head, with their CNIC number and phone.

Government employees: Annex-6

Under the Government Servants (Applications for Services and Posts) Rules, 1966, a government servant applies only with the parent department's prior permission. FPSC calls it the Departmental Permission Certificate (DPC), also written DPC/NOC. Its number and date go in the online form, the original - on Annex-6 - is checked at verification, and not producing it is one of FPSC's listed reasons for rejection.

Serving Armed Forces personnel, including those on LPR, produce permission from their Services Headquarters or the Ministry of Defence. If you have left government service, bring proof that your resignation was accepted; if you join government service after applying, tell FPSC and produce a DPC.

Results, equivalence and your date of birth

Your qualification - and any PEC, PMDC or PNC registration the post needs - must be held on or before the closing date. FPSC does not consider an application when the board or university had not officially announced the result by then, and it treats the result declaration date on the transcript as the date you completed the qualification.

If you rely on an equivalent qualification, produce the equivalence certificate - from HEC, IBCC or the relevant council - with your documents, or the application is liable to rejection. FPSC does not ask for degrees to be HEC-attested.

FPSC goes by the date of birth on your Matric or O-level certificate; if it shows none, the school leaving certificate with a hospital or municipal birth certificate.

FPSC's own reasons for rejection

FPSC's General Instructions list these as its major grounds for rejecting a candidature:

  • Attested copies not submitted at verification.
  • Photocopies that differ from the originals.
  • Under or over the age limit, or no proof of age.
  • Experience too short, not relevant, or not proved.
  • No original DPC/NOC although the form claims government service.
  • Not holding the domicile the post is advertised for.
  • No proof of the qualification, or a qualification not relevant to the post.
  • The result not declared by the closing date.

If FPSC rejects you

You can make a representation to the Commission within 30 days of the decision, and a review petition within 15 days of the decision on that; each costs Rs 500, paid by treasury challan.

Forged certificates, tampered age or education entries, or false information lead to disqualification and can bar you from future FPSC exams and government employment.

CSS candidates

For CSS, FPSC asks for your original certificates - Matric, degrees, self-domicile, CNIC and admission certificate - with attested copies and two photographs at both the psychological assessment and the viva voce, and the board refuses to interview a candidate without the originals. The latest instructions we could read are for CSS-2024.

How it works

  1. The checklist opens with FPSC already chosen. Tell it the kind of post - you can still go back and pick another body.
  2. Answer short questions about your domicile, government service, qualification, experience and any quota. Each is a tap, and nothing leaves your device.
  3. You get your own list - every document, original or copy, and how many copies this body asks for - to tick off, print or save as a PDF.
  4. Above it are the risks in your answers: red for a listed reason to reject, amber to check, green to have ready - each with what to do and the official rule.

Common mistakes

  • Bringing a domicile in your father's or husband's name - FPSC rejects it for every candidate, married women included.
  • Submitting the online form without the DPC's reference number and date, planning to get the certificate later.
  • Counting experience from before your result was announced, or part-time and internship work.
  • Experience certificates not on Annex-3, or signed by an officer junior to the post you are applying for.

Frequently asked questions

How many attested copies does FPSC want?

Two sets of photocopies of every document, with the originals, at the physical verification held a day before the interview. Each copy is attested with the attesting officer's signature and a stamp showing the officer's name.

Who can attest documents for FPSC?

FPSC's instructions ask for the attesting officer's signature and a stamp showing his or her name; they do not name a grade. What matters to FPSC is that the copy is signed and the officer can be identified from the stamp.

Can I use my father's domicile for FPSC?

No. FPSC accepts only a domicile in your own name and says one in the father's or husband's name is not accepted. Applications without a self-domicile are rejected.

Do I need the DPC before applying to FPSC?

Yes. A government employee needs the parent department's permission before applying, and enters the DPC's reference number and date in the online form; without them no admission certificate is issued. The original, on Annex-6, is checked at verification.

Does part-time or internship experience count at FPSC?

No. FPSC does not count part-time, honorary, self-employed, apprentice or internee work, and counts experience only from the date your qualification's result was announced.

My result came out after the closing date. Can I apply?

Not on that qualification. FPSC does not consider an application when the result was not officially announced by the closing date, and it lists this among its reasons for rejection.
